Tax holidays are offered to distribute to individual farmers.

The citizens living off private farming, and small farmers who are not registered as economic operators, can get the opportunity to legalize their activities.

The experience of the Rostov region to support small producers of agricultural products and output them from the shadows propose to consider at the Federal level. The law, acting in the region, the deputies of the regional legislative Assembly proposing to extend to the whole country, the relevant document will be sent to the upper house of Parliament. This “Izvestia” said the Deputy of the regional Parliament, member of the chamber of young legislators under the Council of Federation Irina Zagoruiko.

We are talking about tax holidays for newly registered individual entrepreneurs. Now they apply only to some areas of activities, primarily social, scientific and industrial.

— In December, the Parliament of the Rostov region has made changes: tax breaks, which at the Federal level has been provided by four sectors, now in our region apply to the agricultural sector. For our agricultural region, it is very important, but there are others — Krasnodar Krai, Stavropol Krai, — said Irina Zagoruiko.

She noted that to make such amendments at the Federal level is especially important in present conditions when the task is to ensure food security.

— Many farmers come out of the shadows, there will be conditions that they are legalized. We want agricultural fairs evolved. Farmers should have the opportunity to lead openly about their work, and their products should appear on the shelves, — said the Deputy.

Deputy Director of the Institute of social processes management of Higher school of Economics Irina Kozina told “Izvestia” that the share of informal employment, that is not registered anywhere, invisible to the state and not paying taxes citizens is 15 to 30% of all participating in the economy. A significant portion of them are people selling to the market the products from their gardens and the stockyards.

— Tax holidays may not be the only factor in the elimination of the shadow economy. But I think it will contribute to the process. Any preferences for small business are now very important, she said.

— I was impressed, as stimulated by the support of private farms in Yakutia, — told “Izvestia” the President of the Russian Academy of agricultural Sciences Gennady Romanenko. — In the deep woods, the huntsman hurries home. Why? “And we,” said, ” two cows and a heifer.” The family sells the milk to the cooperative, and his wife for it is seniority. And they are in the middle of nowhere in conditions of severe frost are engaged in farming. This is the stimulating!

— That people heard, believed, not scared to get the status of IE, it is necessary very well to them all to explain, — said “news” the Professor of the Department of labour and social policy of the MIGS Ranhigs, member of the Expert Council under the government of the Russian Federation Love Khrapylina. — Most likely, such a formulation (about tax benefits) highly alerted people that something produced in households of farmers. If they will not explain what this means for them, they flee into an even greater shadow. We must learn to talk to people, explain, if necessary, for 100, 200 times.
