The aggregate amount of negative capital of the banks, deprived for the past two years, the license of the Bank of Russia has reached 1.2 trillion rubles, which is one and a half times more than the amount allocated last year for recapitalization of the Russian banks.

“Unfortunately, the extent of the problems, abuse of managers and owners of banks was substantial. For example, 223 banks, who had revoked the licenses for banking operations, we found the excess of liabilities over assets for a total amount of 1.2 trillion rubles is an average of 5 billion in the Bank”, — said the Chairman of the Central Bank Mikhail Sukhov at the meeting of the Russian economic and financial forum in Switzerland.

The Ministry of Finance of the Russian Federation in December 2014 handed over to the Agency for Deposit insurance (DIA) Federal loan bonds (OFZ) worth 1 trillion rubles for the recapitalization of banks. Later, the property contribution to the DIA, it was decided to reduce to 162 billion rubles, which were aimed at supporting companies in other industries. According to 30 December 2015, as part of measures to increase capitalization of OFZs in the total amount of 802,7 billion rubles transferred to 25 banks.

Sukhov also said that the Central Bank has already printed for the DIA to 900 billion rubles on rehabilitation of banks and to replenish the Deposit insurance Fund.

“I think this figure is the fact that the need to attract loans to the Deposit insurance Fund, in the near future will exceed a trillion rubles. Therefore, it is clear that in such conditions when for the results, the negative results of the activities of a relatively small group of bankers actually pays the whole society”, — concluded the Chairman of the Central Bank (quotes via RIA Novosti).
