For the interior Ministry to develop guns “Turner 2” specifically for operations in the city

Для МВД разрабатывают пулеметы "Токарь-2" специально для операций в городе

The leadership of the Ministry of internal Affairs has announced a tender for the creation of a new Department for machine gun. It is intended to conduct special operations in the city and the conduct of battle in the buildings. Experts do not exclude that the new weapon will be used including the National guard because there were all transferred to a special unit of the interior Ministry.

The Russian interior Ministry has announced a competition to develop a light machine gun. The relevant information is posted on the procurement website. The weapon received the code name “Fitter-2″. According to the specifications, the gun is intended for destruction of manpower and firepower destruction of the enemy during special operations in urban environments and confined areas, as well as to create a high density of fire with the support of the assault groups or the actions of the machine gunner in the composition of the group to give it extra firepower”.

There is also mentioned that the caliber of the weapon shall be 5.45 mm, it shall be equipped with two interchangeable barrels — long and short, have a folding metal stock and folding bipod. As stated in the customer requirements, the weapon must be suitable as a machine-gun tape and the horns of the AK-74 and RPK-74.

In addition, the documents say that a machine gun is necessary to create a mechanical rifle scope for shooting at distances up to 800 m, and an optical sight. In addition, the weapon must be designed in such a way that it was possible to shoot even in winter gloves.

“The design of the gun and its mechanisms shall be designed to prevent incorrect Assembly. Transportation of machine guns must be possible by all kinds of transport in covered vehicles”, — stated in the terms of reference. In addition, the length of the gun with folded buttstock without a flame arrester should be with a long barrel not more than 900 mm, short — not more than 750 mm.

Rate of fire should be 800-900 rounds per minute.

From the documents it can be concluded that “Turner 2” will shoot normal ammo used in the AK-74.

According to available data, a similar contest was already announced several years ago the Federal state institution “Scientific production Association “Special equipment and communication” of the Ministry of internal Affairs of the Russian Federation. Then the order gave the Degtyarev plant in Kovrov, Vladimir region, but later work on this weapon has been rolled. Officially, OAO Degtyarev Plant” has refrained from comments.

A source familiar with the situation said “Газете.Ru” that the company’s management “is familiar with customer requirements, worked to develop a machine gun under these requirements and he has some groundwork to do this. However, OAO Degtyarev Plant” has not yet decided whether it will participate in the competition”. The tender for this contract should be held in June 2016.

The total cost of services for the development of the machine gun will be 25,56 million rubles.

Given the fact that after the establishment of the national guard under the interior Ministry will not remain their divisions, it is possible that new weapons will be designed exactly the “guards”, which departs and OMON and SOBR, spetsnaz and Internal troops of the interior Ministry. However, the press service of the guard “Газете.Ru” refute this assumption.

“This competition was announced it was the interior Ministry of the Russian Federation, the Ministry for several years ago had the idea to adopt this weapon,” — said the source “Газеты.Ru” familiar with the circumstances of the decision about the announcement of the tender.

At present the Internal troops of the Ministry of internal Affairs are armed with machine guns, PKS, PK, RPK-47 and “Pecheneg”. They all have larger — caliber 7.62 mm. in addition, the office also has machine guns RPK-74 M and RPK-74N, the caliber is 5.45 mm.

After the relocation of a number of special units of the national guard under the leadership of the police will be only one unit for special tasks — the so-called operational regiments.

In Moscow the most striking example is the 2nd OPP, stationed on Ryabinovaya street.

“Now the staff of this regiment used for the protection of public order while ensuring the security of mass events — mostly rallies and demonstrations”, — told “Газете.Ru” a source in the Russian police. According to him, fighters now operational regiments do not teach the storming of buildings and doing battle in a confined space with the use of firearms.

“However, it cannot be ruled out that after the completion of the formation of these regiments of the guard will be strengthened and they will teach including to storm the building”, he added.

Expert North-West Institute of advanced training of special forces, a former consultant of the special forces of the Federal drug control service Igor Burmistrov did not see much point in creating a new machine gun.

“Let’s start with the fact that I am opposed to firing the machine gun in the room. If its lead, then the probability of a rebound, in addition, there is a large consumption of ammunition. In the building it is advisable to use pistols and submachine guns (compact automatic weapon, firing pistol ammunition. — “Газета.Ru”).

Now the Ministry has enough of these weapons available, it remains only to use how to learn” — says the expert.

According to the expert, the contract for the development of Turner-2″ may be economically impractical.

“Look, more than 25 million will go only to the creation of this weapon. And how much it will cost to purchase such weapons to the office? It’s a very serious amount of money,” said Burmistrov.

He added that does not preclude practical application of the new machine gun under certain conditions.

“The police have taken away all the special forces. So, if anything, Opera would be very difficult to call power support, as this will require additional coordination. I do not exclude that the Ministry of interior will return to the practice of creating supernumerary assault groups, which became widespread in the 1990-ies. And that’s just them such weapons, especially with a short barrel, may be very out of place,” — said the expert.

The expert also explained that these groups were recruited from among the regular members and employees of the patrol service, who passed the appropriate training and had served in the assault groups in shifts.

“I must say that these groups actually did well. For example, the soldiers of Petrodvorets and groups Vyborg of Leningrad region was faced with challenges which in the good had to be performed cobrowse. But the guys with them is quite cope,” concluded Burmistrov.
