The pension Fund of Russia in 2014-2015 spent on information-explanatory work with the population of 1.2 billion rubles, the press service of the accounts chamber of the Russian Federation following the meeting of the Board office.
The main expenditure was on services for the creation and placement of advertising audio and video — for two years the share of these costs amounted to 62%, or 747 million.
The average cost of one output of the ad in 2014 from 7.6 thousand rubles (“Militia wave”) to 44.7 thousand (“Autoradio”), in 2015 — from 7,5 thousand roubles (“Militia wave”) to 52.2 thousand rubles (“Russian radio”). The cost of one output of video in 2014 ranged from 31.7 thousand rubles (TV channel “Russia 2”) to 237,8 thousand roubles (“the First channel”), in 2015 — from 22 thousand rubles (TV channel “Russia 2”) to 219,9 thousand roubles (“the First channel”) , — notes the chamber.
The Executive Directorate of the FIU in 2014 and 2015 has placed outreach materials, in both the Federal and regional print media. For these purposes it has been spent 119,4 million roubles, or 9,9% of the total. At the same time, as noted in the materials of the accounts chamber of the Russian Federation, territorial Department of the FIU has initiated the output in the regional media of similar materials for free.
It is noted that the analysis of the results of advocacy work, including in terms of assessing the impact of the information resource for the General public, the Fund has not been conducted.
In the opinion of the auditor Vladimir Katrenko, the FIU, it is advisable to reconsider some aspects of the ongoing outreach. So, the survey data show that radio and the Internet to obtain information from the FIU is considered popular, only 9% of respondents, and advertising in public transport — only 5% , he said.
The SP Board has decided to direct information letters to the Ministry of labour and FIU. The report will be sent to both chambers of the Federal Assembly of the Russian Federation.
