Recently the state Duma adopted a bill to limit collection activity, however, the efforts of the Central Bank, interior Ministry and Prosecutor General’s office against the illegal claimants has led to the fact that the number of illegal immigrants decreases. In the summer of 2015, the security Council ordered the Central Bank and law enforcement agencies to strengthen the fight against “black collectors”. Complaints of citizens on this occasion received the Service for the protection of the rights of consumers of the Central Bank, Ministry of the interior it initiates criminal proceedings. But the market is still occasionally shaken by stories related to the illegal actions of the collectors.

We are actively engaged in the fight against “black collectors,” — says the official representative of the Prosecutor General Aleksandr Kurennoy. — Of course, we will respond to the resonance situation when the creditor will use illegal methods. New rules prohibit collectors to use physical force, threats, and harm to property and health of the debtor. Clearly limited the intercourse of the claimants as borrowers, the number of calls and meetings. The maximum penalty for a violation of the law — 2 million rubles. The fines will take effect from 1 January 2017.

A head of Department on work with problem debts of the group and Joined Sergei Golets does not agree that the adoption of the law will directly affect the decline in the number of “black collectors”.

— In fact, it is the criminals and thugs that call themselves collectors and working outside the law, — says the representative of the Bank. — They break into people’s homes, intimidate or use violence. These actions and was formerly a violation of the law. Moreover, they fall under numerous articles of the Criminal code.

According to the source, citizens are faced with “black collectors,” should immediately contact the police. And the police, according to the interlocutor, must clearly be attributed to the actions of such companies to the illegal, and not to the profession of debt collection.

— The creditors should assess the actions of the hired collectors, at the first alarm signals to cease cooperation with them, to inform profoundest and, if necessary, to address in law enforcement bodies, — said Sergey Golets. — If it is so, then the “black collectors” will not remain for field activities.
