Yesterday the state Duma the first reading adopted the government bill on the transition to state cadastral valuation of real estate.

The draft document criticized not only the opposition parties but also public figures, the chamber. Under the bill, the cadastral valuation of the land will not produce independent appraisers, and state budgetary institutions (SFI). It is expected that the evaluation will take place using the same methodology, which will prepare the Ministry of economy. Challenging the results of the evaluation, according to the wording of the first reading, will be holding a special regional commissions. It is expected that the new system will take effect from 2020, but the regions will be able to start it early — 2017. In this case, the land owners are waiting for a tenfold increase in tax.
