The lack of sole control in the Russian context prevents the execution of large-scale projects
A Turkish cargo ship that crashed into one of the designs of the Kerch bridge, and Alexei Chaly, still left the post of speaker of the legislative Assembly of Sevastopol, – of course, smeared the celebration of the second anniversary of the annexation of Crimea. Probably, therefore, about the incident with the cargo ship reported a three-day delay. Moreover, the results of Putin’s inspection of Crimean construction of the century — timed precisely to the second anniversary of the transformation of the Peninsula of the Autonomous Republic part of Ukraine into a new Russian region, too, was far from celebratory. Speaking the business language, the capitalization of newly acquired asset is under a big question.
And not so much because of lack of money, but because of a leadership vacuum.
Vladimir Putin described the situation with the construction of the route Kerch-Simferopol can not be called unique for the country: “no one to ask, no one specific official, who bears full responsibility for this project”. It is difficult to find province and autonomy, in which there are no unfinished bridges and roads. And which do not require the intervention of the President to the policeman stopped to nod at the detective, and the detective to the policeman, and built not only the cottages and castles of contractors.
Putin’s statements show that Crimea is Russia, “one of the areas of the Middle Volga region”, sung in the novels “election Day”. But with an important amendment. If the will of the Crimean people decided the fate of the Peninsula, they cannot be ignored in the future. Otherwise how to confirm Russia’s right to Crimea? While continental Russia is only predicting politicization, in the Crimea, this process is in full swing. And when people are not silent – the boyars are much more dangerous to eat each other. Too great a risk that the winner will be the losers, left alone with Chaly and his associates.
But then Putin will not be able to find “certain officials”, from which you could ask for a Crimean construction of the century. The lack of personal responsibility and sole control is typically not conducive to successful implementation of large-scale infrastructure projects. Therefore, there is a very unpleasant paradox: the power that brought Crimea back home, in fact hinders its further development. Within the framework, of course, domestic authoritarian practices.
In this sense, the resignation Chaly it is logical to consider, as a step to remove the operational obstacles.
And partially this version was confirmed by the publication the very next day the list of subcontractors for the construction of the Kerch bridge. Say, to be close has nothing to interfere.
Unless, of course, Alexey Chaly suddenly becomes a missing President curator of the Crimean construction projects. However, the emergence of this “pilot” will shake the Russian state machine is much stronger than a Turkish cargo ship, which is the support of a working bridge in the Kerch Strait.
