Actually, all not absolutely so. At the Victory Parade in the anniversary of the Soviet Union was only invited foreign delegations from countries of the Warsaw Pact, and Yugoslavia, as well as the leaders of fraternal Communist parties.

In celebration of the 50th anniversary of the Victory in Moscow in 1995 was attended by 56 heads of state and UN Secretary-General Boutros-Ghali.
