The share of counterfeit dairy products (with vegetable fat) in Russia in 2015 was 11%, and in some cases reached 50%.

The bulk of counterfeit products are products which should be vegetable fats, but they are there — palm, coconut or soybean oil. Often use palm, because it is the cheapest. Vegetable fat is 4-5 times cheaper than milk, and as a result the total cost of the product can be even two times lower. But the price of it in retail is not reduced.

In short, the counterfeit trade is winning the case. In loss be few honest manufacturers who can not compete with the fakes and leave the market. And, of course, the consumer, but it can be fooled by mixing various additives, flavorings, fully recreating the taste of real dairy product. A sample of “the palm” will not find the label on the pack of milk, cream or butter just about silent. What actually made these products, can be detected only by laboratory.

Quite naturally, given the current disaster with the budget, when the rulers are frantically looking for something to plug his hole, naturally the question arose about the excise tax on the use of palm oil. If it acted last year, revenues could amount to 160 million dollars (12.2 billion rubles). Is this not a fertile source of lean replenishment of the state Treasury? However, the inevitable question: what will happen to prices and from whose pocket will pay this exaction?

In mid-February of the current year Minister of agriculture of the Russian Federation Alexander Tkachev said that his Ministry supports the idea of introducing the excise tax on palm oil. The Minister does not expect growth in food prices. Misty answered with uncertainty: “It is necessary to calculate. But it is unlikely. I don’t think”. And what here, actually, “think”? You should not doubt that dairy magnates will not be for nothing and will find someone to shift the costs.
