VTB decided to bankrupt the Builder of the cosmodrome “East”

VTB intends to apply to the Arbitration court of Moscow the claim about bankruptcy of the Khabarovsk FSUE “GOOSSEN “Dalspetsstroy” when Spetsstroy of Russia”, leading the construction of the cosmodrome “East”. On Thursday, March 24, reports “Interfax” with reference to data of the unified Federal register of information on facts of activity of legal persons.

Also on 24 March, the Moscow Arbitration court has satisfied two claims of VTB and obliged to collect from Khabarovsk FSUE “GOOSSEN “Dalspetsstroy” when Spetsstroy of Russia” 3.4 billion rubles under the credit agreement, which was concluded in June 2014, and of 776.8 million rubles debt on another loan. About it reports the Russian Agency of legal and judicial information (RAPSI).

“Dalspetsstroy” asked to postpone the hearing in connection with ongoing negotiations about the settlement of the dispute. The representative of VTB the fact of the negotiations has not confirmed. The party representing the company, asked the court to reduce the amount of the penalty, stating that the company is in a difficult financial position. However, the Bank opposed the reduction of the amount of the penalty.

General Director of the contractor for construction of the cosmodrome “East” “construction industry” Sergey Terentyev on March 22 was sentenced to 11 months in prison and fined for embezzlement and non-payment of salaries.

On February 24, the court satisfied the claim of VTB and obliged to collect from the company more than 722 million rubles. As explained by the representative of ISTC, under the terms of the loan agreement the Bank transferred to the borrower 670 million rubles, and “Dalspetsstroy” pledged to fully repay the loan before may 31, 2015, but did not, making only a single payment.

The construction of the Eastern spaceport in the Amur region began in mid-2012. The first launch of the carrier rocket was expected in 2015, however, the builders repeatedly transferred terms of delivery of objects. The situation was accompanied by protest actions of workers that subcontractors withhold payment of salaries, and scandals connected with identification theft.

President Vladimir Putin on 14 October reviewed the progress of works, stated the lag period and was allowed to postpone the first launch from the cosmodrome in 2016.
