Why Putin agreed to a police OSCE mission in Donbass

The police of the OSCE mission already worked in Eastern Slavonia (1998-2000), in Macedonia (2001-2002) in Kyrgyzstan (2011). Their main task — to observe the work of territorial divisions of the interior Ministry and counselling to restore public order and reduce tensions in times of crisis settlement and post-conflict reconstruction. In addition, the activities of the police aimed at assisting local authorities in upholding the rule of law, developing and reforming the local police, the prevention of violations of human rights, the fight against crime.

The composition of these missions police advisers, with experience in law enforcement and in areas of ethnic conflict, and know the local conditions and customs, master the local language. As external distinctive signs, members of police missions have national police uniforms of those countries which sent them, the coloured helmet or beret and a white armband with the inscription “Police adviser of the OSCE.”

That is, it is primarily about the restoration of the militia, if we’re talking about DNR / LNR, and the police, if you have in mind Ukraine. If they need such assistance, determine Kiev, Donetsk and Lugansk through negotiations. Otherwise no country – member of OSCE, its police in the conflict zone are just not sent, so as not to expose people to the bullets.

There is in the organization’s history (or rather, its predecessor, called the conference on security and cooperation in Europe) and the attempt to arm the police mission in 1993. “Then we developed a plan for full-scale peacekeeping operation in Nagorno-Karabakh, involving the deployment of observers in CSCE Karabakh with the function of separation of the warring parties,” recalls TASS.

However, the further intentions business is not has gone — I suppose because armed international police with such a serious mandate to be peacemakers. And peacekeeping — the case of the armed forces.

It turns out that Vladimir Putin agreed with Poroshenko, because ukroprezident does not understand is simple: armed with the staff of the OSCE mission or not, their mission will not change. This can happen, for example, in the case if you killed a police officer with the mandate of the OSCE — from a stray bullet or a shell fragment. No matter, was an employee of the mission while armed or not.

And you know what happens next? Putin refuses to solve the problem alone — only in cooperation with Western armed forces. And insist on his. But first probably I repeat my question: “do You realize now what you’ve done?”
