The solution to the problem of unemployment in single-industry towns was estimated at 180 billion rubles. This amount is required to create 336 thousand new jobs. These calculations are contained in the draft strategy to 2020, prepared by Fund of development of monotowns for the September meeting of the Supervisory Board FRM. The document will become part of the national project for the development of single-industry towns.

From the calculation of the Fund shows that currently the average for all towns in the city-forming enterprise employs 23% of the employed population of the city, writes RBC. To reduce dependence on one company, this figure should be reduced to 20%, according to the FRM. With this aim in mono you need to create 336 thousand seats, build a new production building and the company.

Investing in one job in the FRM was estimated at 536 thousand rubles. Thus the total costs for liquidation of unemployment in single-industry towns must amount to 180 billion rubles. The largest number (62 thousand) of jobs will be established in Tolyatti, Severodvinsk, Mezhdurechensk, and Verkhnyaya Salda.

With the self-Fund can provide up to 25% of this amount (45 billion rubles). According to the Director of FRM Ilya Krivogov, almost half the need to attract credit resources of the banks and development institutions, the rest – private investors ‘ funds.

Krivogov told RBC that the reduction of staff gives rise to social tensions. The same was said the first Deputy Prime Minister Igor Shuvalov last week. Then, the Deputy Minister said that in difficult situation there are 319 single-industry towns, and about 100 are in the “red” zone.

Strategy FRM will become part of the national project for the development of single-industry towns, which was announced on 3 August Shuvalov. It is possible that the subject of single-industry towns will be discussed at a future meeting of the Presidium of the Council for strategic development and priority projects. According to the interlocutor of RBC, the project is now being coordinated by the government.

As of 1 June 2016 in these towns lived 135 thousand officially registered unemployed. This figure continues to grow that the Ministry of labor explained in the modernization of enterprises.

In January, labor Minister Maxim Topilin stated that in 2015 the level of unemployment in Russian cities grew by 20%, which is twice more than in the whole country.
