“In some regions, this year the growth of tariffs of housing and communal services reached 8%. Round another 5% next year provided that the indexation of wages and pensions to inflation we have not carried out, hurt the pockets of the majority of Russians. Today, according to opinion polls, about 60% of the population admit that they can’t afford the rent. The deterioration of the networks grows, the supplier and the enterprise will require a more serious increase of tariffs. The situation is a deadlock,” – said the Director of the Moscow criminal “Sphere-M” Dmitry Rakhimov.

It is noteworthy that initially the MAYOR laid the increase in tariffs for the same gas at 2% in the next three years. But expectations were met, apparently, only in 2016. Increasing the price of “blue fuel” for consumers in the period from 2017 till 2019-th year is planned at the level of “forecast inflation minus 2 percentage points”. Thus, the gas for the rest of the consumers will grow by 2.9% in 2017-om, 2.4% in 2018 and 2.1% in 2019.

Heat, which accounts for over one third of the total payment of Russians for housing and communal services will rise in price faster on average 1 percentage point a year in 2017-Ohm to 4.9% instead of the previously expected 4.1% in 2018 of 4.4% instead of 3.9%, and in 2019-th — 4.1 percent instead of 3.7%. However, tariffs for water supply will grow more slowly than previously planned: 4,9%, 4.4% and 4.1% against the previously proposed 6,2%, 6% and 4.7%.

“The initiative is controversial. Because in an effort to raise more money, the government can obtain the opposite effect – the increase in debt for the “communal”. For example, the situation that we are now seeing in the TRANS, when for non-payment of blocked accounts of dozens of schools and other public institutions. Among the population the debt is also growing. And if in the 2017th year, suppose, the majority of Russians will be able to pay utility bills, as will happen if the current and worsening economic situation, to predict difficult” – said the economist Anatoly Baranov.

By the way, last year public debt in Russia to resource-supplying organisations increased by 18%. This is evidenced by data of the Ministry of the Russian Federation for 8 months of this year. According to forecasts, by December this figure will increase at least twice. For comparison: now the total debt of Russians for housing and communal services amounted to about 220 billion rubles. Last year the figure was 187 billion.
