The President of Russia, the leader of the popular front Vladimir Putin signed a list of instructions following the second Interregional forum of the popular front, which was held in Yoshkar-Ola on 24 and 25 April, according to news Agency “SeverInform”.
In particular, one of the instructions given to the Government of the Russian Federation in the period until 1 August to submit proposals for improving the system of state control in the sphere of protection of objects of cultural heritage (CHP) of the peoples of the Russian Federation.
The problem with saving the window was raised at the forum in Yoshkar-Ola Vologda “veterans”. Member of the regional headquarters of Herman Titov has proposed to prohibit in the place of destroyed monuments in new construction. “In the Vologda region since the beginning of 2000 of the 150 wooden architectural monuments, which are symbols of Vologda, lost 50, and that every third object. Were demolished or burned down more than 200 historic wooden buildings. During this same time restored less than 10 homes, but there are more than 230 models-remakes. Such a rate of destruction of the architectural heritage and degradation of the appearance of the city will lead to the complete disappearance of the true historical building less than 10 years,” he said.
The problem of the destruction of monuments of culture in the municipal and regional ownership, can be addressed at the local level. For this it is sufficient to take regional legislation banning new construction on the site of the destroyed monuments. If the house, with signs of object of cultural heritage, was sold in a private property together with the land and destroyed on this site may only recreational work, to do the landscaping (planting trees, etc.), – the proposal “veterans” addressed to the Governor of the Vologda region Oleg Kuvshinnikova.
However, the response was signed by Deputy Governor Oleg Vasiliev, who said that under the existing legislation in the territory of cultural heritage objects construction of objects of capital construction, and so is prohibited.
“In fact, we received a formal reply, said German Titov. – It is clear that on-site window construction can not be maintained, although we often identify such violations. We are talking about building in place of the lost object of cultural heritage, this issue is not legally regulated. The local authorities either cannot or does not want to develop a bill proposed by the experts of the popular front”.
Now after the Orders of the President their proposals on this question should make the government of the Russian Federation. The signing of the list of orders is the contribution of the popular front in improving the efficiency of the government.
