Earlier, the government already practiced regular payments to fighters, but a month ago decided to abandon the practice. The result was followed by a wave of attacks on oil installations in the Niger Delta, which is one of the main sources of income of Nigeria. This forced the government to offer the rebels a monetary compensation in exchange for security guarantees.
