The Ministry of Finance of Russia proposed to transfer a number of social services provided by government, private traders and also allow them partial monetization. The bill, as reported on Friday, August 5, “Kommersant”, published on the portal regulation.gov.ru.

As output, the Ministry of Finance, referring to foreign experience, offers to involve the provision of social services by private organizations, including NGOs. The regional authorities plan to give the authority to conduct tenders for the conclusion of agreements on public-private partnership or concession.
In addition, it is proposed to organize the provision of services within the state order through the organization of local authorities of a tender or auction. By 2018, private organizations it is planned to transfer not less than 20 percent of the total volume of public services, in 2019 — 40 percent, and in 2020 — 60 percent.
