The head of the DND Alexander Zakharchenko on Friday signed a decree on postponement of local elections on 6 November, peredaetsya news message posted on the official website of the Republic.
Earlier in a press-service of the government of the Donetsk Republic explained that “the reason for the postponement of the elections was the failure of the Ukrainian authorities of the Minsk agreements”.
The Agency reminds that according to the Minsk agreements, “Kiev until the end of 2015 was to reform the Constitution, key elements of which was to be “decentralization and the adoption of the law on the special status individual regions of Donetsk and Lugansk regions”. However, at present this part of the agreement remains unimplemented.
The purpose of a specific election date has caused concern in Kiev. The Deputy Minister of Ukraine on the occupied territories Georgy Tuka sure that the elections in the Donbass must crown the efforts of the parties to normalize relations, and to their need to solve a large number of tasks.
Tooke said that “the authorities are now issued in a state with the temporarily occupied territories and the return of Donbass”. According to him, “the first and absolute point of this strategy is a ceasefire, then we will talk about the return of relationships between people (in it several components – humanitarian, transport, economic), and then with the assistance of international organizations will be carried out actions to restore the Ukrainian authorities in the Donbass. All this work needs to be done before the election.
“What is the fundamental difference between the views of the Ukrainian authorities and the interests of the Kremlin – for us, the elections in the Donbass is the finish, and we are trying all the time to start. To start with there is no election, we will finish with the elections, not to begin before the election, you still have quite a long way,” said Tuck.
