— In July, we summarize our five years of work, and the Forum for strategic initiatives present strategy of the National technology initiative to 2035, which, in essence, will form a new economic reality.
The document is a logical continuation of what the President said Vladimir Putin in his address to the Federal Assembly on 4 December 2014. The President outlined the National technology initiative as one of the priorities of state policy. We are talking about how it must be built the structure of the economy: oil change its orientation in favor of development of high-tech market segments. We focused, for example, in the markets of unmanned vehicles, personalized medicine, Neurotechnology, etc. Need each of these sectors to grow, to make national Champions that would later become the new “Yandex” and “Google” in their respective markets. We aim to develop a competitive and promising directions for Russian companies in these markets of a major share. All of this will be displayed in the strategy-2035. Once the document will be discussed with experts, it will be submitted to the President.
The main idea is that economic strategies are written in a narrow circle of experts, but our document goes through many rounds of discussion: entrepreneurs, which are the main driving force, NTI, representatives of state, public figures and experts.
All this time we discussed how to enter new markets, which technologies to bet, how to radically reduce costs, how to build cooperation with government and how to ensure quicker training, including through a model search and talent development.
Organizations that deal with spelling strategies, usually look at the top and global reorganization of the world, and the uniqueness of the ASI is that we have started, on the contrary, from the bottom. For five years we have supported over 300 projects, mainly small and medium-sized businesses, in areas such as social programs, education. Came to us and said: we want to do a specific thing, but the provisions of the laws and administrative barriers are not allowed to do. ASI is not a development institution, we do not help in terms of financing projects, but to remove some unnecessary administrative procedure, the barrier is just our best.
— What is expressed in the specifics of your implementation?

— A simple example. We are launching a project of children’s parks — universal sites, where the younger generation will be engaged in aeromodelling, to try their hand at programming, in a word, to mastering high technologies. — Many believed that the ASI — an electoral product, which will close immediately after the election.
— The country was supposed to be a structure that could work with the average business (and it is a priori non-oil sector) and help to overcome administrative barriers.
At first it seemed strange that the Agency for strategic initiatives is not about strategies, and work on the ground. But then I realized that this is the main — concrete work with specific people. The basis of the work of ASI is to help specific projects. Then they began to see how business works in the regions. And it turned out that in some subjects works well and in others not developed.
We examined the top 15 regions, described what they were doing amounted to 15 simple rules on how the region should work with the business. Conducted testing and realized that indeed it works. Now it’s part of the KPIs (key performance indicators. — “News”) of governors. After the practical implementation of regional investstandart for governors it became law.
To date, the regional investment standard, which includes best investpolitiki, implemented in all constituent entities of the Russian Federation. During this time created more than 50 thousand jobs for investment projects. And the total investment by actually implemented investment projects amounted to 3.5 trillion roubles.
— You say that administrative barriers became less, and what does this mean? Business is still complaining.
— One of the indicators of success — the world Bank’s Doing Business. Previously, Russia was on the 120th place, the now — 51-m President four years ago, signed the may decrees, and one of the tasks was — by 2018, to enter the top 20 countries with the best investment climate. We started doing it, and now — 51-e a place. We have significantly reduced the number of administrative barriers. I hope that this year will move to an even higher position.
— You mentioned that the national rating of investment attractiveness of regions may surprise some of the heads of constituent entities. What is the difference of the current rating from last year?
—Indeed, at the St. Petersburg international economic forum in June, we will present the data of the third rating of investment attractiveness of regions. We annually conduct surveys of entrepreneurs, which at first cautiously, but now more boldly speak about the difficulties of doing business — this is the main criterion of the rating. I have often heads of regions, occupying the last places in the ranking, ask what you need to do to improve the position. And I always always say this: it is necessary with local businesses to chat, to meet people, to learn their problems and try to solve them.
In the rating Committee of the national rating of investment climate in Russia includes all the main business enterprises — OPORA Russia, Business Russia”, RSPP and Trading-industrial chamber of Russia.

— Russia’s victory — and we are, incidentally, fought for the right to host the championship with the Belgian Charleroi and Paris — was, in my opinion, a natural result of the systematic work, which in 2012 led ASI and our partners. It’s now about the competition of the workers is known to many, but when we started, it was necessary to explain on fingers, why do we need all this. Exactly ASI initiated the entry of Russia into the international movement WorldSkills International. Now in the championship of working professions involved for the majority of Russian regions and more than 20% of all colleges in the country. What does it mean? This means that training demanded by the economy and is prepared according to the best world standards, has become one of the priorities. In 2019 in Kazan of course we need to act with dignity — and from the perspective of the organizers, and participants. There is extensive preparatory activities. I am confident that our team will show good results. In addition, in the framework of our initiative “Staffing industrial growth” there is another interesting and promising project of dual education.
