Wednesday, 12 October, Russian Federation Council at the plenary session ratified the Russian-Syrian agreement on the indefinite location in Syria of the air group of the Russian Armed forces.
For this decision voted by 158 members of the upper house, one abstained.
In particular, the adopted document that regulates the conditions for the indefinite presence of Russian aviation groups in Syria. Specifies that this group is located on the territory of the Republic at the request of the Syrian side and stationed at the airfield Hamim (Latakia province), which together with its infrastructure and the necessary territory by agreement of the parties is provided to the Russian side at no cost.
“The use of the Russian aviation group is carried out in accordance with the decision of the commander on the plans agreed upon by the parties. The Russian aviation group is determined by the Russian side in coordination with the Syrian side,” – said in agreement.
Also secured agreement that the arms, ammunition, equipment and materials necessary for the performance of the Russian air group task are imported into the territory of Syria without paying any fees and duties, and the personnel of the Russian air group “to freely cross the border of Syria and not subject to inspection by border guards, customs authorities of the Syrian side”.
The personnel of the Russian air group and their family members are granted privileges and immunities analogous to diplomatic representatives; vehicles and aircraft of the Russian Federation, used in the interests of the Russian air group, shall be immune from inspection, search, requisition, arrest and other coercive measures.
In addition, it is established that the Syrian side makes no claims of Russia, its air group and its personal composition and does not excite them against any lawsuits in connection with their activities.
The agreement is for an indefinite period and is terminated after one year from the date of receipt of notice by either party of intention to terminate this document.
