The Russian government has begun to develop a Federal information resource containing data on population, in which every citizen will get their irremovable room. The Ministry of Finance expect that the resource will not only combine all existing databases, but also seriously facilitate the work of the government and the people. However, experts argue that the creation of this resource will have problems with financial and organizational points of view. In addition, the ambiguous, the system will perceive believers.
The fall will create a concept of a single registry of citizens
On the eve of the government Commission on using information technologies to improve the quality of life and conditions of conducting business activities discussed the project of creating a single Federal information resource containing information on the population of the Russian Federation. In this work, each citizen of Russia it is planned to assign a single irremovable room. As reported by “Real time” in the Ministry of Finance of the Russian Federation, the corresponding decree of the President of Russia Vladimir Putin was published in January of this year. Now began the actual implementation of the project.
As the head of the Ministry Nikolai Nikiforov, Prime Minister Dmitry Medvedev instructed in September-October to complete the development of the concept, and in November — to prepare the Federal law. “Today we approved the General approach and plan to share them at the level of specific regulations, including the Federal law”, — transfers its words “Interfax”.
A coherent concept of resource, the Ministry of Finance plans to submit for discussion to the government of the Russian Federation in mid-August. In the case of its approval until the end of the year will be developed the corresponding bill. By January 1, 2019 it is planned to create electronic unified register of the registry office since 1926. And by 2021 it is planned on its basis to implement and the actual joint resources.

It is expected that the resource will contain basic information about the population of Russia, it will be a personalized account of individual information on citizens, will form the actual data that the authority uses to ensure the rights of citizens and the performance of its functions and services.
The registry will contain data on citizens of the Russian Federation, foreign citizens and persons without citizenship, permanently residing on the territory of Russia and of Russian citizens that permanently reside abroad. The registry will include personal data of citizens (present and previous surname, name and patronymic, date and place of birth, place of residence, place of stay, nationality of deceased — date and place of death, place of burial, and any extra personal information — information about education and training, the attitude to military duty, ability, criminal background, for immigrants — the country of arrival and personal data of the family (surname, name, patronymic of the parents, spouses, children, date and place of birth).
On the issue of duplication of data in the Finance Ministry say that the resource integrates data from other basic state information resources, for example, TIN, SNILS, passport number, driver’s license number. However, the final list of information the Ministry of Finance is planning to prepare by the autumn of this year.
Information about each of individuals will form a record that will be assigned a unique unchangeable number. This is a 12-bit code which includes the year, month and day of formation of the entry serial number in the registry and check number. The registry will not be destroyed or removed, if previously submitted records are also saved.

Another problem may be the resistance of the Russians themselves. Suffice it to recall how difficult it was introduced a taxpayer identification number. This “numbering” of people causes a lot of issues with moral and ethical point of view: do not turn the state into “big brother” watching every move of its citizens? And it is not clear is the question of data security: who guarantees that all information placed on the network, does not fall into the hands of fraudsters? But the main protesters can become believers.

As a result, people can be so intimidated by the pervasive collection of information about yourself that will completely lose the ability to behave in society. They are morally and psychologically helpless in the face of employers, bureaucrats, and maybe even intruders. Moreover, such databases become internationally used. And get so that access to them will be able to obtain some supra-national authorities, which will set strict ideological control over the whole world, including the residents of our country. And such supervision, especially if without it you cannot gain access to medicine, food, basic living benefits, very similar to what is written in the Apocalypse. And it says anything to anyone you won’t be able to buy or sell without a label containing the name and number of the Antichrist, the world ruler who will establish total control.
