Earlier, a similar law was adopted in the Kemerovo region at the initiative of Governor Aman Tuleev.
The document, prepared by the Tatar Communists, proposes to prohibit in the territory of Tatarstan “in collection activities that violate the rights and legitimate interests of individuals”.
The bill nominally aimed against collection practices that violate the rights of citizens, but the Deputy Artem Prokofiev has explained that the speech in this case goes about a total ban on the collection agencies in the region.
At the same time the assignment of debts to banks collection agencies are not prohibited, but for the collection of debts “means the courts and bailiffs”.
“Those methods that use headers, invalid: night calls to relatives, intimidation. Formally, these actions might not fall within the offense, so the need for legislative regulation,” – said the MP in an interview with “Kommersant”.
Tatar deputies also complained that the State Duma “pulls” with the adoption of the law on collection activity, it was therefore decided to adopt its own law on the collectors.
