Rogozin outlined measures to develop domestic IT infrastructure

Russia should create its own technologies, said Russian Deputy Prime Minister Dmitry Rogozin. In his article in “Rossiyskaya Gazeta” he called action for the integrated development of the domestic IT infrastructure and the role of the state in this project.

“On the necessity of Russia to snatch sixth technological way in recent years says a lot,” writes the Deputy Prime Minister. In this regard, according to Rogozin, “achievable”, to move from a “humble imitation of foreign counterparts to create his original and the world’s best software.”

He recalled that in April 2015, the Ministry estimated the share of foreign software, the domestic market in more than 80 percent. This situation Rogozin has described as “dependence on the critical level”.

“Sanctions against Russia will not cancel never. While our country pursues an independent policy, there are all new reasons to fight the West by bans, boycotts and restrictions”, — he stressed.

The output here can be only one, pointed out Rogozin — “development and implementation of its own competitive software products, working independently from the whims of overseas developers and their owners”.

According to Vice-Premier, the Russian programmers “doing a great job to develop and export applications for mobile devices”. He also mentioned in this context, cloud computing, social network and analysis system for big data.

Rogozin pointed to the need for deliberate state action to create conditions for efficient import substitution and protectionism for Russian developers

It is necessary, in his opinion, the launching of mechanisms of collective development of domestic software as an effective way of quickly solving problems of appearance in the country own AT world level.

Here, according to him, effective may be the use of mechanisms of public-private partnerships to optimally combine the scientific and technical potential of organizations of different ownership forms.

“As part of the unified management environment is expected to implement a universal system virtualization, which will allow to develop the software, designed for the functioning of the domestic microprocessor platforms”, — said Rogozin, referring to the platform “Elbrus”.

“Today we must create the conditions for a subsequent breakthrough that can bring us into orbit of sustainable development in the sphere of information technologies”, — concluded the Deputy Prime Minister.
