The final version lost another 195 billion
Vladimir Putin distanced himself from the anti-crisis plan of the government. At a meeting with members of the Cabinet about the document signed the day before not a word was said that, in principle, not surprising. Compared with the February plan lost another 22%, many measures of social support disappeared from the final version. Although officials promised that the plan focuses not so much on emergency support, rather on a radical overhaul of the economy, special innovative measures leading to structural changes in it.

One way or another, but the final version of the anti-crisis plan “is” already 685 billion rubles, of which 465 billion recorded in the budget of 39.8 billion is planned to take from the Fund directed to production of locomotives, 158 billion from additional sources (apparently, the remnants of last fiscal year and deductions of state-owned companies). The rest funds of ministries and agencies (for example, 5 billion will be allocated to support domestic programmers due to the payments administered by the Ministry of communications).
The priorities of anti-crisis funding has not changed – most of the funds will be used to support industries that without additional infusions can provoke mass unemployment and to undermine the situation before the parliamentary elections.
So, the industry will receive a total of 137.5 billion rubles (88,5 at the expense of the budget and 49 from additional sources): the plan says that the funds will help save jobs and produce 600 thousand vehicles a plus to those amounts that were previously planned.
1.4 billion will pour in light industry (for stabilization of the situation in key enterprises), with 10 billion will provide for the production of cars (aim to increase exports while the domestic products due to the weak rouble there is a demand) and on the production of agricultural machinery.
16.5 billion through the mechanism of preferential mortgage will be used to support banks and building: officials expect that the Russians, taking advantage of the continuation of a popular program, take credits at 1 trillion rubles.
As promised Dmitry Medvedev, 25 billion rubles are laid for the construction of secondary schools.
One point anti-crisis plan clearly refers to the state defence order: 7.4 billion rubles will be transferred to the Khrunichev centre.
From the final version disappeared spending on recapitalization of Vnesheconombank, the provision of medicines of patients with HIV and complex diseases (including haemophilia), there is no contribution to the state leasing company and guarantees for project financing.
Still “overboard” are payments from the prisoner to needy families and re-indexation of pensions. It is possible that the decisions on the items “reserved” under the active phase of the election campaign “United Russia”. (In extreme situations in the course of going reserve funds).

The most important in the government called the second part of the anti-crisis plan, according to officials, contained “measures for structural adjustment model of economic development”. However, examination of this table does not inspire special optimism.
At the meetings with representatives of state structures business raises essentially two issues to reduce the load and to provide the conditions for long and cheap money. Without these two components, which rightly celebrate entrepreneurs, put the economy on non-primary rails will be extremely difficult. And what?
Measures on tax stimulation of investment activity in the plan is not as such. And, for example, asking entrepreneurs to make the unified register of tax payments and at least for the period of the crisis are not increase – charged to the fourth quarter of 2016.
A year officials will think about the creation of incentives for modernization of industrial enterprises, as well as on the formation of legal bases of activity of technoparks.
