Almost 80% of health care workers believe that the reports held in Russia in 2015 the clinical examination have no basis in reality. These are the results of a survey conducted in April by the Foundation of independent monitoring “Health”.
The problem of such additions in fact medical services has gained urgency in September 2015, when Muscovites had the opportunity to learn in the personal Cabinet on the website of the Moscow Fund OMS (MGTS) about medical care provided to them. Many patients have not visited the clinic, was surprised to find that they repeatedly received different medical services, including preventive examinations. By the middle of March, mgfoms received more than 42.7 thousand messages about the additions.
“According to our survey results, 77% of the respondents indicated that the data on implementation of plans of prophylactic medical examination and preventive examinations are not reliable, the actual inspection is less than reflected in the statistics. Moreover, 67% of respondents aware of cases of clinical examination in 2015 only on paper, without the participation of the patients themselves,” said Director of the Foundation of independent monitoring “Health” Eduard Gavrilov.
In a survey conducted with the help of mobile applications “Handbook of a physician” was attended by 5.3 thousand medical workers from 84 subjects of the Russian Federation.
Gavrilov noted that, according to oncologists, the program of prophylactic medical examination, for example, does not include all the methods needed for early detection of cancer, “screening window” no longer fulfils the prerequisites to the development of cancer, and the main indications are only the age and gender of the patient.
Earlier the head of Ministry of health of Russia Veronika Skvortsova said that the implementation of medical examination and special screening programs has allowed a 72% increase in cancer detection rate in the early stages. Gavrilov recalled that Russian President Vladimir Putin on 9 November 2015 signed a List of instructions following the Russian popular front’s forum For quality and affordable medicine!”. In particular, the government will by December 1, 2016, to prepare a report on the medico-economic efficiency of prophylactic medical examination of population.
In March of this year the Moscow Prosecutor’s office in connection with the data media conducted an audit information about additions of health services in health institutions of the city.
Only in September 2015 and January 2016, citizens reported more than 39 thousand cases indicate medical institutions are actually not providing services to them. The Prosecutor’s office revealed that the distortion of accounting documents is permitted in the majority of Moscow healthcare institutions, and domestic control over their work from the Department of health in Moscow was inadequate.
