Hollande and Merkel pointed to “the need to achieve rapid progress in the implementation of the Minsk agreements”: the focus on promoting security, observance of the cease-fire, release of prisoners, humanitarian issues, ensuring a political solution to the crisis. The elections in Donbass is one of the key points of this plan. According to the Minsk agreements, they had to be held in 2015, then they were postponed to first half of 2016.
