Experts from Russia, Venezuela, Saudi Arabia and Qatar on Saturday, April 16, was prepared by the Doha draft agreement on freezing of oil production, however, a number of OPEC countries, including Saudi Arabia, Sunday morning before the start of the meeting changed position. As informed RIA Novosti, told reporters energy Minister Alexander Novak.
According to him, the representatives of these countries began to insist on participation in such agreement over a wide range of participants.
“We have had lengthy discussions today, and this is due to the fact that a number of countries within OPEC that changed this morning, just before the beginning of our meeting, their position and actually suggested that this agreement was executed provided that will participate and all members of OPEC, as well as large exporters outside OPEC, which today was not at the meeting,” — said Novak.
According to him, additional requirements put forward Gulf countries — Saudi Arabia and a number of countries that belong to OPEC, including the UAE, Kuwait, Qatar.
“Of course, OPEC countries are often consolidated, despite the fact that the position that was earlier agreed,” — said Novak, answering the question, does this mean that the country which made the requirements, supported essentially the position of Saudi Arabia.
Thus, according to the Minister, the meeting was not called, which non-OPEC oil producers must be invited to dialogue. Novak suggested that it could go, in particular, Norway and Colombia.
Following the meeting in Doha, the parties are unable to reach agreement on freezing of oil production. The next meeting in the same format expected in June.
In the beginning of the year oil prices fell to below $ 30 per barrel. The purpose of the meeting in Doha was their adjustment. Draft version of the agreement that the producers were going to discuss involves freezing production at the level of January until October 2016.
