But the fact that Dmitry Zakharchenko was caught by the FSB, and in his home found more than 120 million dollars in cash, forcing many to wonder about the current state of the internal Affairs bodies. Now Zakharchenko is suspected of abuse of office, bribery and obstruction of justice and manufacture of preliminary investigation. But the trouble is that this is not the only scandal associated with the MVD. On 24 September, a drunk police officer rammed his Mercedes with another car, killing four people, including a baby and a pregnant woman. The officer was already dismissed from bodies of internal Affairs, arrested, and some of his chiefs lost their jobs.

What is striking is that the suspect’s sister in a rather rude manner expressed support for the brother. The social network she left the post (later removed it), which, in particular, said: “nobody drove drunk behind the wheel! All the saints! Errors at all, only strong people admit them… fuck you all! The main thing is not broken! Still gonna rock out, brother!”.

What’s going on? Why men in uniform again appear in high profile cases? It was an accident or not?

The police renamed the police, gave the police a new form, significantly increased salary. At first glance, conversion to yield fruit. At least, judging by all the polls, our society to police officers was treated better.

It seemed that people won’t hear about anything like that, like the shooting by major Yevsyukov visitors of a supermarket. And the new head of the police Vladimir Kolokoltsev wanted to believe, especially since many described him as a good professional and dedicated person.

But it did not do so that even rotation of staff helps to make the interior better, and the vicious system reproduces itself?

In my opinion, the reform of the interior Ministry has not given and, in principle, could not give any results. Just because she was purely a departmental and Cabinet. Despite talk of reform, its meaning was not discussed by the experts and the legal community. Some important things were simply ignored. For example, we know that the people were against the renaming of militia in police, but it did not pay attention.

Isolated reform the Agency without taking into account its role in the General system of combating crime will never give results.

In addition, the reform has not affected the workforce. People can be different transplanted to new positions, to create new units. It is necessary to study the experience of Singapore, where the so-called “Singapore miracle” was achieved largely thanks to the efficient fight against corruption.

The new reform that is needed should be approached comprehensively, involved in the development of the concept specialists. Reform should not go back to wearing departmental in nature. It is necessary to attract lawyers, parliamentary structures, and the community.

Let’s see what we got with the Investigative Committee. He worked so many years, and now talking about the need to return him to the bosom of the Prosecutor’s office. The question is, where were the authors of the reform when it was proposed to allocate from the Prosecutor’s office? The law was adopted almost without discussion, in a hurry. The current disadvantages are largely the consequences of the reform.

And while all will do so, not thinking too much about the consequences, we do not expect any positive changes in the work of law enforcement.

The key question for MIA — it’s a matter of placement. Unfortunately, we continue to recruit in higher educational institutions of the interior Ministry “thieves” for full-time office right after school. My deep conviction — the police are people coming after the army or higher education. We don’t need to cook it is not clear what kind of specialists.

Most importantly, the people that come to service must start from the grass roots. This is the district office, the inspector on Affairs of minors. Moreover, even the Muscovites don’t have to start his career in Moscow. They should go where there are problems where you can get experience and grow up as an employee of the internal Affairs bodies.

As for the head Zakharchenko, Kurnosenko General, people in such positions can dismiss and appoint the President. But in any case, it is necessary to look carefully at the situation. Practice sweeping removal of the heads could hardly be justified. People who occupied high posts in recent times have shown themselves to be good specialists. Throw shots, when these shots have become hostages of neglected diseases, rather silly. As we say in the country “for a broken two unbeaten give.” In my opinion, the situation should be well-versed. Moreover, we have already ordered. By its results the decision will be made, but just to swing a sword is impossible.

I was more confused. When carried out the reform of the interior Ministry, it is constantly reported, a number of people dismissed from bodies, including compromising circumstances. But where criminal cases against those who are dismissed in such circumstances? I do not remember any such case the persons against whom was revealed all the incriminating circumstances, such as bribes.

And this is a deeply disturbing syndrome. We should not let people who have carried out any criminal actions in the period of service. Any cleansing the Ministry of interior should set a goal of not just getting rid of the dishonest staff, but should a society free from corrupt elements. Because takers in any capacity in the economy will bring not less evil than in the interior.

The Chairman of the Moscow police trade Union, Mikhail Pashkin:

— At the grassroots level, the order more or less. Employees are much less often than steel to appear at work drunk, it is almost excluded, rarely break the rules on the road. The traffic police do not so zealously “milking” drivers, although the cases of bribery still occur.

But structural change is almost there.
