The agreement pizza and vodka – the so-called journalists of agreement on Syria, signed in Geneva, foreign Minister of Russia Sergey Lavrov and us Secretary of state John Kerry. Humorous due to the fact that reporters have long to wait for the outcome of the meeting, supporting his enthusiasm as Russian vodka and American pizza (the food, incidentally, gave the representatives of our foreign Ministry and the us state Department). After the signing, the Ministers only in General terms described the agreement and its text remained classified.
But secrets sooner or later come out. And now – “Komsomolskaya Pravda” before anyone knew what it agreed to the high side.
Let’s start with the fact that the secrecy of the protocols is a requirement of the Americans at that time, the Russian foreign Ministry requires the publication of the agreement in order to avoid misinterpretation. The Ministry of foreign Affairs stated: this agreement concerns not only Russia and America, it is necessary to know him and other parties involved in the conflict.

One of the main reasons of secrecy, as we were able to understand the differences between the Pentagon and the state Department, between the American ministries of defence and foreign Affairs. During the talks in Geneva, Kerry had about every word to call the Pentagon, when the Pentagon said “no” in the White House, President Obama. In the end, Obama insisted, and the agreement was signed. But Carter left them dissatisfied, and stated this publicly.
So, what the agreement says?
The armistice in Syria, announced on 12 September, when it starts one of the main Muslim holidays Eid al-Adha (as he is called in Arabic, and Russian Muslims say “Eid al Adha”). During the festival, the truce is easy to hold.
Two days after the start of the truce, the parties must decide whether it is kept, and if kept some extend. And so it happened – 14th September, the truce was extended for another 48 hours. If it will hold a week – it will be extended again and will proceed to the next phase.
But from the beginning of the truce begin deliveries of humanitarian aid in Aleppo and other blockaded cities and villages. Deliveries to Aleppo going in a sealed truck, and they will be sealed up workers of the Syrian red Crescent, and on the way will stand a checkpoint of the Syrian army and to check the safety of the seals. Subsequently, the task control will go to the UN staff. Thus the dream fighters – free unhindered access to Aleppo – has not been fulfilled. Food and clothing will be held and weapons – no. The blockade will not be charged.

A secret agreement, any Syrians, including militants with weapons, will be able freely to leave Aleppo and go wherever you want. This long sought Russia and the Syrian government. Want to fight – get out of the city, not hide behind the backs of citizens.
More importantly – after the ceasefire Russia and the United States will create a Joint Executive center and will hold delimitation of the territories where the extremists (“Dzhebhat EN-Nusra front” (jabhat al Fatah ash-sham), the “Islamic state” banned in Russia and other countries) and where is the moderate opposition. They will exchange information on these territories, and then begin to systematically bomb the extremists, leaving the moderates alone.
It’s in a secret agreement, and it outraged the Pentagon and the militants. The fact that Nusra – the most efficient formation of the opposition. Without Nusra they have very little chance to cope with the Syrian regular army.
Under the agreement, allocated an area where military aircraft Syria will not go on combat missions. So, the agreement is, by and large, satisfactory for Russia and Syria, and so the militants will try to disrupt. Difficulties are multiplying day by day. Workers of the red Crescent did not get guarantees of safe passage from the rebels and from the government, employees of UN are unable to obtain visas. When you start to receive humanitarian assistance – the world will have more supporters.
Another problem is ahead at the end of September to resume the political process, and here the Americans are preparing a new trap. They claim that Bashar al-Assad has “lost legitimacy” and that the negotiations must go on between the various opposition groups. The head of our foreign Ministry, Lavrov rightly said that this view is not based on documents. Assad’s government submitted to the UN – that is, Assad can not love, but he can’t deny the legitimacy of.
Therefore, the negotiations must go on between the government and the organizations of the militants involved in the truce, this is the position of Russia, and recorded in the secret agreements that the Americans are so afraid to publish.
