Ukraine blamed for failure of “Minsk-2” on Paris and Berlin
Germany and France, it appeared likely to fall under the same sanctions, which for a long period of time the West is trying to put pressure on Russia. The reason is the same. Because only Kiev can decide on amendments to the Constitution of Ukraine, special status of DND and LNR, Amnesty and elections. And no one else.
Moreover, European diplomats believe that the Ukrainian government has taken these decisions in dialogue with the representatives of the DNI and LC

— Yes, but European politicians of such a high level before this issue is not raised in this edition…
— This is indeed the case. I think that France and Germany also do not by chance now declare that it is the fault of the Kiev, the Minsk process has stalled. They have already understood perfectly that if I leave the situation, the process will not move forward. And they are as participants in this format, as guarantors, will bear for it responsibility. Of course, they don’t want to.
To them remains nothing how to begin now to articulate the fact that Kiev’s position is far from perfect. And what exactly is the position of Kiev now depends largely on full implementation of the Minsk agreements.
Kiev reacted strangely. First, the charges from Kuchma. Then the actual recognition of Poroshenko that he refuses to perform “Minsk-2”. What else to expect?
— Poroshenko and Kuchma, they are the hostages of their own rhetoric, which for two years had just become a reality. Although the reality of this was not correlated with reality.
They just can’t leave the camera and say, “Yes, we acknowledge that we are guilty, we do not do. Now we are going to do.” Can’t do it, so act out their roles.
But all plays are final. And if this rhetoric continues, and the inaction on implementation of the Minsk agreements continue, then naturally it will affect the positions of the key countries of the EU on Ukraine as a whole. And relatively peaceful settlement in particular. Because for all it is obvious that Ukraine does not want peace, does not want to implement the agreement on Donbass.
This was the Russian side spoke for a long time. But if now our voice will connect even the European partners, then we will have more levers of pressure on Kiev to force Ukraine to the world.
— What about “unorthodox” party — USA?
“Of course, we must bear in mind that there is a factor of the United States of America, which is not quite the same as European partners. And certainly not like us. Because States pursue their selfish geopolitical goals.
Nevertheless, if the Europeans will continue to take an honest and clear assessment of what is happening in the framework of the “Minsk-2”, then I’m more than sure that the process really quietly will move in a positive direction. And in the end agreement will be implemented.
— Maybe Poroshenko intends stalling in the expectation of the imminent elections in Germany and France? The calculation is simple: Merkel and Hollande leave, most likely. And solutions the “channel four” will lose relevance.
— The fact that the guarantors are not real people. The guarantors of their state. Therefore, even if the leaders change, the commitments of Germany and France will not change.
The question of who will replace Merkel and Hollande? Not the fact that the outcome of those elections will come the people who will be more loyal to Ukraine and are less loyal to Russia. Most likely, that will be just the opposite. And it is also well understood in the administration of President Poroshenko
There is a certain expectation of elections in the United States. What with the coming to power of Clinton, the Americans will be actively support Ukraine and to help her. But as we know, is also not so clear. And to complete the formation of the Department of state under the new administration will take a minimum of six months is they have quite a long process.
On the other hand, at the end of the year will again reconsider the issue of sanctions imposed on Russia. At this time just for Ukraine may come a day when the position of the leading European States if it is consistent may lead to the fact that the sanctions will either be abolished or weakened. And a completely different tone of conversation has to be with Kiev.
According to political scientist Alexander Asafov, unclear political status Kuchma does not allow to treat his statements seriously:
Even in the tripartite group it is, in fact, a “figurehead” without any specific authority. So, I think that his accusatory statement to the Berlin and Paris could be only one thing — ill-concealed irritation a result of the recent talks in Kiev, the Ayrault and Steinmeier. Absolutely, these results do not fit well into the policy of official Kiev.
The fact that all this time elapsed since a meeting of leaders “Norman Quartet” in Minsk in February 2015, the Ukrainian government is engaged only in verbal gymnastics on the subject of the Minsk agreements. But the implementation of the Minsk agreements, than Poroshenko assured the world during this time to obtain Western financial assistance, it is still an objective thing. There is a document with clearly prescribed procedure, and its implementation is already difficult to pull, hiding behind some mythical threats.
But these attempts were and are being made still. You may recall, for example, the Amnesty law for veterans of the “anti-terrorist operation”, adopted by the Parliament unilaterally. Or tales Poroshenko about the fact that Ukraine is 95% implemented the Minsk agreement. Everything else — behind Russia.
The statement of the Kuchma — is a barely concealed anger at the European partners, who came and pointed out to Kiev on the impossibility of more to wriggle out of their obligations. And was given to understand that the alternative to the Ukrainian leadership there.
By and large, this is an emotional statement. Like 95% of the statements of the current Ukrainian politicians. And the dream of the foreign Ministers of Germany and France, I would have him, did not react.
