According to him, the decline in GDP for the year will be 0.6%, and it will be a “very good result”.
The economy emerges from recession “by all indications, the reporting that we see,” said Gref, but the “recovery-as-such, probably, is not happening and will not happen.”
The pace of growth in the coming years will remain near zero, while Russia needs to catch up with developed countries with growth rates of 5-6% per year.

“A serious supply of doing reform with us ends. When the neutrality of the tax burden… there is no other way but a very active carrying out of reforms, we are left with. Even harder will start in a year, and quite in shock mode we have to do two years”, – said Gref.
