Europeans and EU migration policy

Европейцы и миграционная политика ЕС

Sunday, 2 October, in one of the EU countries, Hungary held a referendum in which course citizens of the country had to say whether they support the EU mandatory quotas for placement in their country of refugees. The results of the vote were disappointing to European officials.

The referendum was passed one question: “do you Want to allow the European Union to resettle in Hungary of citizens of other countries without the approval of this step in the National Assembly?”

However, the vote was attended by just under 44 percent of the vote and the referendum is considered to be failed because the turnout was less than 50% necessary for the legislative recognition of its results. However, 92% of the Hungarians who participated in the vote, spoke clearly against the immigration policy of the European Union.

They opposed introduced a year ago by the European Commission quota system for the distribution among EU countries penetrated into Italy and Greece 160 thousand illegal migrants. If the state violates the agreements on quotas, the government must pay a fine of 250 thousand euros for each migrant, which refused to accept. Many countries, especially in Eastern and Central Europe, refused to run the program. To distribute the quota was only 1 percent of illegal immigrants.

“Uncontrolled migration is a real threat to Hungary,” – said initiated the plebiscite, Prime Minister Viktor Orban. He stated that he will be able to use the results of the referendum to put pressure on the EU in this matter. However, European officials and the Hungarian opposition think otherwise, and tend to interpret low voter turnout as “passive resistance” policy of the current government of Hungary.

European Parliament President Martin Schulz said on September 28 that this position of the Eastern European countries contrary to all the principles of solidarity on which to build the European Union.

However, his call for solidarity was not heard. Slovak Prime Minister Robert fico said that the quota system was politically dead, and the Prime Minister of Hungary Viktor Orban, has called the EU’s policy towards refugees self-destructive and naive.

Anti-immigrant policies of Viktor Orban to adopt in other countries of Central and Eastern Europe. He advocated a policy of “flexible solidarity”, allowing each country to choose what to contribute to collective efforts to alleviate the migration burden. Sometimes it can mean a complete denial of solidarity.

A few days before the Hungarian referendum in the night from 26 to 27 September, two homemade bombs exploded in the German city of Dresden. The explosions took place around the same time in front of the mosque and the international Convention center. No one was injured, but the buildings suffered damage.

The police of the Federal state of Saxony as one of the versions of what happened sees the hatred toward immigrants”. It is not excluded that explosions are connected with the upcoming Day of German unity. This national holiday, it is declared by day, celebrated on 3 October 1990, when the GDR became part of Germany.

On Friday evening, September 30 at one of the Central squares of the German city of Schwerin was a mass brawl between foreigners and locals. “According to the results of the investigation of about 30 people attacked 10 people with a migration background”, – stated in the message of law enforcement bodies. The police managed to intervene and separate the fighting, all the participants of the incident were detained. Medical assistance required for one person. At Marienplatz, where the incident occurred, periodically there are groups of 20-30 people, mostly migrant minors, as well as local residents.

All of these developments suggest that the immigration crisis that escalated in Europe in the beginning of last year, is far from complete.

In the countries of the European Union (EU) last year managed to get, according to various estimates, from 1 to 1.8 million refugees and illegal migrants in North Africa, Asia and the Middle East. For comparison, in 2014, there were about 300 thousand.

This was greatly facilitated by German Chancellor Angela Merkel, who last summer publicly promised “to accept all refugees without numerical limits.” The German leader actually invited them, which greatly increased migration flows in the European Union, the boundaries of which penetrated the crowd with a poster “Mom Merkel (mother Merkel).

Such a staggering influx of refugees, migrants caught the EU by surprise. The EU was not ready for their reception and distribution. According to the UN, in Europe there is no proper system of registration, clearing data, security, distribution of responsibilities and admission of refugees and migrants.

Nevertheless, German authorities believe that before the end of 2016 the country will arrive from 250 to 300 thousand workers, and by 2020 the country will take a total of 3.6 million refugees.

A huge influx of refugee migrants have severely exacerbated the crisis of multiculturalism and the policy of tolerance. Most flooded into the EU of people practice Islam, which rejects many European values, do not want to integrate and adapt in an alien environment that breeds in a society of chaos and conflict.

The policy of tolerance does not allow the Europeans to effectively control the behavior of the refugees, migrants, all of which are more likely to commit aggressive attacks and terrorist acts. The first mass shock experienced by more than 600 women victims of massive planned attacks and sexual harassment by men of African and of Arab appearance in new year’s eve in Cologne. These attacks were in other cities. Europeans have become hostages of their humanistic principle to help and give shelter to all in need.

First German society was in a state of confusion due to the inability of the police to protect the citizens from the attacks of migrants, then in the minds of many Germans was broken, and began to gain force in social movement Pegida (“Europeans patriots against the Islamization of the Old world”).

The level of aggression that applies to Muslims in Germany is becoming higher, which shocks even more than the bombings in Dresden in the mosque and in the Congress center, says the German Minister of the interior. The German government had to take measures to limit migration and depriving refugees of the right to asylum in the event of making even conditional punishment.

Recently, German Chancellor Angela Merkel acknowledged that the resolution of the national immigration crisis, made some mistakes, including in 2015, when the situation temporarily got out of control. Now she will work to ensure that such a failure is not repeated, and promised in the future not so often repeat his famous phrase, “We’ll manage” in relation to the migration problem. According to her, this motto is turned into a trite formula, “almost an empty phrase”, and eventually led to useless discussions.

According to the interior Ministry of Germany, in the country there are about 500 thousand migrants failed to register. Many migrants do not declare themselves to the appropriate authorities for fear that they will be refused to consider the application for asylum, writes the German newspaper Bild.

Migrants do not check, almost no opportunity to legally earn a living, they are forced to do illegal work or violate the law. Basically, the offence committed by natives of the Balkan countries, the citizens of Syria, Iraq and Afghanistan, by contrast, is much less likely to transgress German law.

Does the threat of penetration to the EU under the guise of refugees the militants of the terrorist group “Islamic state” (IG, is prohibited in Russia). The British newspaper Sunday Express reported that extremists from ISIS, taking advantage of the hospitality of the governments of Europe, already sent in their thousands of fighters.

So, in late September, suicide bombers who committed the attacks in Paris in November last year, returned to Europe after fighting in Syria by the so-called Balkan route, said the newspaper “Magyar idek”. Recall that a series of terrorist attacks were committed in November 2015 in Paris and the Metropolitan suburb of Saint-Denis, killed 130 people, and about 350 were injured. In the Bastille Day on July 14 this year in nice a truck crashed into a crowd of people, then the driver opened fire. 84 people have been killed, and about two hundred injured.

The President of the European Council Donald Tusk in early September said that the European Union has to accept more refugees and economic migrants has almost reached its limits.

The problem is that the EU cannot adopt a General strategy to overcome this crisis, many States are trying to work in isolation, closing their borders with high fences.

The idea of mass migration ceased to be popular not only in Germany. So, in the countries of the Visegrad group (Hungary, Poland, Slovakia and the Czech Republic) require to drastically limit the admission of migrants, although there are those who are hoping to help migrants to overcome the demographic crisis in the European Union.

Some countries seek to reduce spending on assistance to migrants and refugees. In January of this year, the Danish Parliament adopted a bill requiring arriving refugees to surrender their existing cash and valuables, the value of which exceeds 10 thousand kroons (1.45 thousand dollars), in payment of the costs of their stay in the country.

The authorities of the Federal States of Germany Bavaria and Baden-württemberg began to withdraw from the refugee funds. So, in Bavaria migrants are allowed to make 750 euros in Baden-württemberg – € 350. The remaining available funds should be transferred to the receiving side and taken into account in the payment of social assistance.

Similar measures are being taken and Switzerland (not part of the EU). Arriving in this country, refugees are required to pass the authorities cash if they exceed 1 thousand Swiss francs (about 913 euros).

In March this year, Slovenia, Croatia, Serbia and Macedonia closed its borders to all who do not have documents to get to the Schengen area, primarily for refugees from the Middle East and North Africa. Thus was closed the “Balkan route” for refugees, but left the sea route.

According to the Supreme Commissariat of UN for refugees, over 300 thousand migrants and refugees have crossed since the beginning of the year the Mediterranean sea to reach Europe. Died or went missing more than 3.2 thousand people.

A year after the adoption of the programme of resettlement between EU countries of refugees and migrants, only 3 percent of arrivals in Greece and Italy was thence exported to other member States.

The Prime Minister of Greece Alexis Tsipras has recently stated that Greece 60 thousand refugees and migrants remain trapped after the Northern border of the country were closed due to the unilateral actions of other countries. The European Commission on 28 September promised to distribute 30 thousand refugees who remain in Greece, other EU countries by the end of next year.

The EU and Turkey on March 18 this year, came to an agreement on the regulation of the flow of refugees to Europe. It provides for exchange of illegal immigrants to persons with refugee status, on the principle of one-on-one: illegal migrants will be returned from the Greek Islands to Turkey and the legal Syrian refugees will be resettled in the EU. Illegal Mezirici Turkey will return to their countries. In exchange, Brussels has promised Ankara to abolish visa regime by the summer of 2016 and the provision of 3 billion euros after they spent the first 3 billion and performed the relevant obligations.

However, the agreement is in jeopardy because the European Commission has stopped work on lifting visa restrictions for Turkish citizens because of the refusal of Turkey to amend anti-terrorism legislation, which was one of the terms of the agreement.

The agreement, which entered into Turkey and European Union in March, has not been fully implemented and have reached an impasse. After a failed attempt of a military coup, the Turkish authorities have toughened the penalties provided by the law for combating terrorism that does not suit the European Union.

In recent times, when dissatisfied with each other, Ankara and Brussels have not progressed in implementation of the agreements, the Turkish coast services are not so closely as before, to trace the boat with the refugees and to arrest the smugglers. According to Ankara, it should force Europe to return to the agreement and promised to perform, reports TV channel “Euronews”.

A recent world Bank report estimates the number of refugees and displaced persons in 65 million people, representing 1 percent of all humanity. These people were driven from their homes conflicts lasting for many years. The number of refugees and economic migrants is growing rapidly.

An unprecedented influx of migrants spawned in Europe, the most severe crisis in the last 70 years. More and more often is the question of whether it’s aging population to resist the powerful pressure of a new wave of passionate, aggressive young men from Muslim countries.
