The farmers of the Peninsula receive a record state

The government has distributed grants to support regional programs of development of agriculture in the field of crop and livestock production in 2016. The Federal budget for these purposes will be allocated almost two tens subjects of the Russian Federation of RUB 4.1 billion. It is curious that the lion’s share of the funds will be received in the Republic of Crimea 2.8 billion, 300 million rubles is intended to Sevastopol.

As said before, the Deputy Chairman of the Council of Ministers of the Republic of Crimea Nikolay Yanaki, the authorities of the Peninsula hope to get the money on Thursday, July 7, and will soon start their distribution to farms. Representatives of the agricultural sector of the Republic have already applied for state aid a total of 600 million rubles. Subsidies, compensations, grants will be allocated to 21 the direction of development of agriculture, including support to farm households. “We will be able to compensate for the resources declared in 2015,” said Yanaki.

Last year to Republic of Crimea, returned in 2014 in Russia, was still transitional. Therefore, the support from the Federal budget farmers of the Peninsula was not as significant. However, the allocated money because of the difficulties of the transition period was used far not completely.

Meanwhile, the total amount of financing of the state program of agriculture development in Crimea for 2015-2017 is 22.85 billion RUB, with almost a third of them – 8.37 billion – is planned to involve from the Federal budget. Due to this, it is expected to increase the volume of agricultural production in 2017 11.5%, food products – 3%.

The Russian authorities rely on the agro-industrial complex (AIC) of the Crimea for several reasons, told the “Morning” the main researcher, Center for agrofood policy, Institute of applied economic research, Russian presidential Academy of national economy and public administration (Ranepa) Vasily Uzun. First, this is a new subject of the Russian Federation. Farmers in other regions have long benefited from such valuable support program and during that time, received the money, managed to get to his feet.

As recently stated by Prime Minister Dmitry Medvedev, thanks to the unprecedented amount of state support of APK Russia stands out among the leading exporters of agricultural products. The Crimea, during the years of existence in the Ukraine, by contrast, has lost its agricultural potential.

The Peninsula is able to give odds to many subjects of the Russian Federation, especially in the production of vegetables and fruits that Russia is now critical, said Uzun. “The biggest dependence on imports for fruit. Because in most areas they just do not grow, we are importing two-thirds. And the population wants to have fresh apples, cherries, cherries, strawberries as long as possible. For this, the Crimea is just the right spot. At least the seasons will be longer than the vegetables and fruits, and the products will be cheaper. Even the greenhouse in the conditions of the Peninsula to build much more profitable than in the middle zone of Russia”, – he explained.

Despite the fact that Crimea belongs to the zone of risky agriculture, from the point of view of the development of horticulture on the Peninsula is very favorable conditions. And there are already fruit gardens. There is also an extensive planting of vineyards, said the head of the appraisal Department of ACG “MEF-Audit” Dmitry Trofimov. In his opinion, most of the allocated region subsidies to support crop production can be directed to the organization of the system of drip irrigation. “It is very expensive, but in terms of water shortage can not do without it. Also on the Peninsula there is a shortage of infrastructure for storage of grown production, necessary for the full import substitution”, – he added.

A large part of the subsidies to support livestock is likely to be spent on the development of fodder, that is, in fact, also growing, says Trofimov. “With that in Crimea now the real problem – feed are imported from the mainland intermittently and at higher prices, which hinders the production of meat products, particularly poultry and pork. The conditions for animals on the Peninsula is, there are under-utilized enterprises for processing, so that even large construction venture is not necessary,” he said. And added that the largest Elevator in the Crimea has passed into the hands of Russian investors, who are interested in forming a nutritive base in place, and it seems not only beneficial, but necessary condition from the point of view of security of animal husbandry.

“It is logical that in agriculture of the Crimea now sent large sums of money, possibilities in the agricultural sector in the Republic a lot. Federal funding will maximize this potential and to significantly increase production”, – concluded the expert of AKG MEF-Audit”.
