Top secret”: In the Kaliningrad region in the court loud criminal case concerning the Deputy head of the town of Gusev, Kirill Kozlov, accused of “rolling back from the monument of Victory.” According to initial investigation, the official demanded 10% for the restoration to the 70th anniversary of the Victory of the red army memorial. When transferring bribes Kozlov caught red-handed SWAT.
Then the news broke almost all the Federal media. However, in the remand prison Kozlov held not more than six months, and then it quietly “released” to house arrest. Moreover, the court case came retrained on softer article of the criminal code. The correspondent of “top secret” were dealt with in this story.
10% OF THE GREAT VICTORY
30-year-old Deputy mayor of the town of Gusev (homeland of the present Governor Nikolay Tsukanov) Kozlov was detained may 19, 2015 in the restaurant “Usadba” (family business of the former Minister for tourism of the Kaliningrad region Marina Ageeva – Approx. ed.). Here to meet the young officer arrived at a new crossover BMW X5, which, incidentally, was not in his income Declaration (in German but the jeep was adorned with the inscription “Thanks the grandfather for Victory!”).
Kirill Kozlov took on a classic in such cases, the scheme used by the security forces. The driver honked his horn, but the pedestrian suddenly jumped on the hood of an expensive car! An official with the PR jumped out of the car and was immediately laid special forces on the ground.
Footage video for a few minutes before his arrest Kozlov received from a contractor from Nizhny Novgorod 335 thousand rubles for the right to restore the mass grave in the village of olkhovatka. Bribe-taking was controlled by the operatives as builders of Nizhny Novgorod, which won the tender, have addressed themselves to the police.
Repair of the memorial in the Olkhovatka was estimated 6.35 million rubles. Money – from the regional budget. According to investigators, Kirill Kozlov, who chaired the competition Commission, has required 10% of the contract amount for signing of acts of performed repair work (in the jeep along with the money lay, and documents on the memorial). The first part of “rollback” was transferred to the account of the Fund titled “Improvement and development of Gusev urban district”, created just a month ago. Its Director was Julia Potorokina – chief accountant administration Guseva (she was also detained, but then released) and the founder – head of the Department on organization of activity of administration of Guseva Tatyana Egorycheva, she is the wife of the brother of the head of the government of the Kaliningrad region Alexander Egorycheva.
According to the court, Kirill Kozlov was placed in jail until the investigation, which for the year has been extended several times. The sanction in a criminal case under paragraph “C” part 5 St. 290 criminal code (“bribe reception in the large size”), provides till 12 years of imprisonment with a fine 60 times the bribe amount. That is 40 million rubles. On the first interrogations the guilt of the Vice-mayor is not recognized by refusing to testify under article 51 of the Russian Constitution (“no one is obliged to testify against himself…”).
When information about the arrest became public, Newspapers and portals are full of titles about the sacrilege of the Kaliningrad officials: “Rollback” for the memory”, “a”Kickback” with the Victory”, “Tsukanov’s Career flies under the kickback”, etc. But a few months later the intensity of mediastrategy cooled down.
Last late autumn and already none of the journalists noticed that Kirill Kozlov was released under house arrest. Rather, the relevant authorities did everything so that this information is not leaked to the press. Further – more. To court criminal case No. 1 to 81/2016 came retrained on softer article of the criminal code — part 1 of article 285 of the criminal code (“Abuse of official powers”). The sanction for this offence is three times less, from 12 to 4 years of imprisonment. Or, if you try lawyers can
to punish by a fine whose maximum size reaches 80 thousand roubles.
Official authorities remain silent on the question of why such a high-profile criminal case ends with zilch. “It happens in investigative practice that is changing the legal qualification of the actions of the accused. Filed under one article, completed on another,” evasively said “top secret”, the official representative of regional Department of the Investigative Committee of Russia Marianne Andryushina.
Lawyers Kirill Kozlov on Tuesday, 19 April, requested the court to release their client under his own recognizance, citing the fact that he changed the article of the criminal code of the Russian Federation on softer and it’s not a threat to society. But the judge refused.
You have to wonder: who from the powers that be advantageous to hush up such resonant business about a bribe, but still associated with the monument to the Victory?
Recall that the Russian President has recently approved the national plan of counteraction of corruption on 2016-7017 years, where the particular stated about the bribes of officials.
“TO SOME EXTENT A POLITICAL MONUMENT”
The correspondent of “top secret” was in the Olkhovatka, where stands the “recoil” of the memorial. The village, nestled in the corner of the geographical map of the Kaliningrad region, literally drowned deep in Krasnolesye. Lithuania 20 km, to Poland and less.
Any local will tell you with pride that here half a century ago, the film about the great Patriotic war “Feat of Farhad” with via Artmane and Limonata Narakai. So far, the bridge over the red river is popularly called the “bridge of Farhad”. It is here (and it’s not in the movie) killed the gunner Alex Koloskov. He was posthumously awarded the title Hero of the Soviet Union, and his name streets in Kaliningrad and Tula, where he came from.
Alex Koloskov buried in a mass grave in the Olkhovatka. The memorial is striking in this small, stretched along one street of the village. It stands on a hill (the obelisk are three flight of steps!), surrounded by fir trees, juniper and city lights. Snow-white sculpture of four soldiers of the frozen flames merging with the sky. And on the marble slabs turn white, about two thousand names…
“Isn’t that beautiful? – asked me Anton Urbanovich, Chairman olhovchenkov management, also named in honor of Alexei Koloskova. – When the poles are coming – and the other way, like through us, there’s no immediately slow down. Admire! I often see it (the presidential box goes directly to the memorial. – Approx. ed.). So it is to some extent a political monument, especially now, when the West want our story to ruin. Now the camera ring it up because, as you can see, in the restoration invested large sums of money. It is expensive, by today’s standards need control”.
The village of Grosspetersdorf (as the Germans called today olkhovatka) died more than 1,700 soldiers. And, bloody battles occurred twice – in the fall of ’44 and January’ 45. The fact that the capture of Grosswilfersdorf opened the red army the road to Gumbinnen and Konigsberg. In October 1944 the 11th guards army with the Russians captured Grosswilfersdorf, but Nazi troops two powerful factions from the North and the South have surrounded the broken connection to our troops. At the cost of hundreds and hundreds of soldiers ‘ lives managed to keep the narrow escape route…
Only in January 1945, the Red army, waging fierce battles (the old-timers said that the village several times passed from hands to hands), finally captured the settlement.

Does the story capture Grosswilfersdorf the defendant Kirill Kozlov? The question is rhetorical. When he became a member of regional political Council of “United Russia” (the youngest in the political Council!), he even planned to nominate to the vacant post of regional Deputy Minister of industry.

A young guy, promising, like a good idea spoke about it, — told the correspondent of “top secret” the head of the Kaliningrad regional branch of “United Russia”, state Duma Deputy Andrei Kolesnik (on the Internet a shot Kolesnik Kozlov and sit together in the Bureau. – Approx. ed.). – There are different occasion, someone gets into because of circumstances, but to take from the grave “kickbacks”, I don’t even know what to say. Generally, it is said about the enormous space of Patriotic education. Maybe we nagovoriti it. But education is not only to Cheer and to observe some of the trappings”.

For any normal person is Holy, I have it here, — told the correspondent of “top secret” farm Chairman Anton Urbanovich, knocking his fist in the chest. – Here still the relatives of the victims come. Ordinary same olkhovatov characterized the official one word, consonant with his name. “How much did he want? 600 thousand? God will punish you!” said “top secret” a saleswoman at a roadside store.
