A few comments about Panama dossier

Несколько замечаний по поводу Панамского досье

“All the secret always becomes clear.” (C)*

A few comments about the Panama file.

1. We must not deceive ourselves, this is not about us. It’s all about. And as much as dear “conspiracy theorists” is not sounded the alarm that this is “conspiracy-conspiracy-conspiracy”, this is not so. The dossier came entirely and a full-scale Noah’s ark users from more than fifty jurisdictions. Yes, we are there too. Among others.

2. The disclosed information is information of one firm from a single offshore. Offshore companies in more than a dozen and each of them are hundreds of such firms. So the world showed only, say, one episode from all seasons of “War of Thrones”.

3. Why this is about corruption, not just about offshore? Yes just by the fact that the UN Convention on combating organized crime and money laundering 2000 (Russia too has signed and ratified) and the relevant requirements of the authority responsible for its execution (FATF) clearly defines that any movement of funds “political officials” (Politicaly Exposed Persons) and their affiliated persons (parents, children, regardless of age, spouses, bausei, grandfathers, brothers-sisters and business partners) should be screened for “corruption” component. For, if “political officials” should not by definition be the movement of funds that was not included in his formal Declaration on income and property. And everything else should be checked. Note: not immediately taken and checked. But it seems that this did not happen at all anywhere and in any way. Requirements for PEPs here: http://www.fatf-gafi.org/…/fatf…/documents/peps-r12-r22.html

4. What with all that can be done from our point of view in the short term: just run Brisbane agreement on the establishment of public registries of beneficial owners of offshore companies (G20 High Level Principles on Beneficial Ownership Transparency). Russia, incidentally, is also signed. The first and the register will start in Velikobritanii. Pretty soon, by the way.

5. What we have long believed, begins to occur:

a) In the case of Grand Corruption almost never possible to catch the very act of corruption (well hidden, I work with highly qualified lawyers and so on), but the money (proceeds of illicit enrichment) always, always-always-always leave traces on the way to legitimate their possession. Therefore, the fight against global Grand Corruption – this must be a joint struggle of anti-corruption and anti-money laundering institutions. There is no other way.

b) the States themselves can not cope. And many do not want and do not plan to make. Therefore, in the center of the struggle facing civil institutions – investigative journalists, the centre for research-laundering and corruption, etc. on the go And they learn to work together. By the way, this is part of the “value of the world revolution” of which I’m already all ears buzzed. That’s how she actually looks in terms of application.

b) Open data and the globalization of information flows in conjunction with the above global value the fracture is inevitable that I made in the title. Yes, not fast. Yes, it is difficult. Yes, with lots of losses and falls. But (again, sorry, the citation): “there is no historical precedent for endless corrupt regimes”. And in combination with the opportunities now global, independent investigations, this gives us hope for a chance.

That’s something like that.

* – A favorite phrase of my grandmother Sophia Denisovna. I grew up with it.
