— Where to take people? Maybe foreigners call?
— No, why? We have a country and people rich. For some reason we have only people who want to do something, not really allow it. The initiative is punishable.
— How can you be here? We know, Mr. Gref insists that to change the system of public administration.
— I agree with Herman. And for a long time you need to change the control system. We passed a certain stage in 2004-2005, created this three-tier system of governance, but it did not take place in Russia. Obviously, poimena this experience, we are able to redesign the system. But the number of officials exceeds the reasonable limits, and we can.
— Every year we reduce the number of officials, and something we couldn’t do it.
— For us it is visible only those reductions that we implemented in respect of Federal bodies, and we are there on the territory of the subjects, on the territories of municipal formations. It is not the responsibility of the Federal government, but there is also there. It is high time to clean it all because it generates inefficient decisions. — There is such a point of view that we need political change, we need a competitive system, we need effective opposition, then the state administration will work more efficiently if there is competition.
— Well, you know, I worked at different times and with different parliaments, including in a competitive Parliament, when the majority was Communist. In that period the Ministry of Finance we have always taken difficult budgets. I can’t say it directly in some way tied to the quality of institutions of governance, the presence of competition from the opposition. There is a grain of truth. But not only that determines the efficiency of public administration.
— As we state corporations behave today? How to effectively spend allocated money from the budget?
— We have the different quality of the state Corporation. Everybody has problems, but in principle operate effectively.
— Where the most violations? In particular in public procurement, in the allocation of contracts, when it’s all done?
— Here is the Corporation between them difficult to compare. Let me explain why. Because the 223 the law under which they work, is soft enough, from the point of view of procedures, and of course, there is more procurement from the sole, there is less competition, there is less saving at the auction. It’s all there, totally present. But here we are with the Ministry of economy, discussions focused on amendments to the law. I hope that at least some part will be implemented at least in regard to the work of the Corporation with budget money.
— In General, how do you assess the situation with the development of the budget?
The situation is worsening. And now the feeling at that period of 2016, well, it’s still early, still only half gone, but the feeling is that violations will be more from the point of view of inefficiency.
